Stat questions

As a barb I am currently dual wielding on handed weapons. If I have %IAS on both of my dual wielded weapons, does that stack so that each get the benefit from each other, or is it only on the swing from the one weapons (as it alternates swings). So two 10% IAS would be like 20% total IAS? I would think it might, as if I have a +STR on each weapon my total over all strength is increased and the damage bonus applies to each. Would the same go for life steal?
