A new video posted up on EliteTV doesn't say what is included but that the first DLC will be available for Elite subscribers on Jan 24.

I have call of duty elite on facebook and it says the new map will be call "PARK". So far that is the only new map that will come out on jan 24th.

After doing some looking around it seems that popular opinion seems to be that regular members will have access a couple weeks after premium elite members. Looks like nobody really knows for sure at this point.

Xbox 360 Elite Owners – January 24th, 2012 (confirmed)
PS3 Elite Owners – February 1st, 2012 (assumption)
Xbox 360 Regular – February 7th, 2012 (assumption based on the fact that Blacks Ops’ First Strike released on the 360 on February 1st)
PS3 and PC regular – March 7th, 2012 (1 month period as per the exclusivity deal with Microsoft
