Here's a idea release tease a bunch of characters before a game comes out, then say they can't use certain characters due to limitations in the game code.

Release 2 DLC characters a couple months later. 8 months later launch a game with the same characters that you couldn't use earlier for excuses said above.

when you think about it though... i think they're gonna offer it as DLC just like SSF4:AE was... so $15 for 12 characters and being total rebalanced etc... its not TOO bad...
