You know I've played with those settings before, but it's always been following online guides.
I would just do a google search for "windows 7 power service settings"
and look through some of the forums.

Well I reverted back to a older version and my computer still has the shutdown and restart problem but its working for now. Ill keep researching how to fix it.

Well supposedly my problem right now is unsolvable. If I'm placing my problem correctly it has everything to do with the BIOS. Dell currently has no solution to this problem, but has a test BIOS out that is supposed to fix this problem but it crops up different problems. So for now I'm staying put with something I can manage.
