I can't find anywhere that actually says that thing is an actual controller.

I was going to say the same. That's the actual wheel in the race car...right?, but not a controller. They maybe saying they will use that as a blueprint, but actually it would have too much stuff for my liking.

My guess would be that the amount of buttons on it is a reference to the amount of buttons you'd usually find on a controller, as opposed to a race wheel.
