As Zak said, you have to complete one of the Queens (purple) bounties first. Then go to your items screen in game and in the bottom left corner you will see that you have it available.

Yep, do Queen's bounties for tokens. Tokens are expended as you do the Queen's missions.

Yea, they just killed any reason to do the queens missions more than 1 or 2 times. Particularly since it's a level 24 event. Should have made it less than a 100% chance event to make people want to play- for either shards or the item. With 6 bounties a day, a 1 in 6 chance (or maybe 1-5) would have been a good mix.

Good to know the things most people used to lvl their characters are now not available for me to use. Especially since my connection is garbage (thank you Bungie) I relied a good deal on the loot cave, since I could start and stop that a lot easier than getting dropped mid strike or bounty mission.
